本文以灾害危机视角来考察政府规模增长。在梳理政府规模增长研究假说与学科传统的基础上,提出危机作为政府规模增长的重要节点;依据结构-功能主义方法将政府规模增长划分为结构性增长、功能性增长以及突现性增长;再从危机政治维度分析了政府规模增长过程中的非理性要素的影响;最后对我国应急管理体制优化进行了相关思考。
This paper examines the growth of government scale from the perspective of disaster crisis. On the basis of combing the research hypothesis and subject tradition of the government scale growth, this paper puts forward the crisis as an important node of the government scale growth. It divides the government scale growth into the structural growth, the functional growth and the emergent growth according to the structure-functionalism method. The crisis political dimension analyzes the influence of the irrational factors in the process of government scale growth. At last, it makes some thinking about the optimization of emergency management system in our country.
