The relationship between intent and intentional action is an important issue of action philosophy. There are two diametrically opposed views on this issue, that is, the attempt to prioritize and the plan to prioritize the action. This article attempts to show that the intention to prioritize does not work. Any break-down of intentional actions into intentional and neutral elements creates an ineffable gap between them. Therefore, like intentional action prioritization, intentional actions should be seen as basic natural classes in the metaphysical sense that they use to explain their intentions. This means that, in the field of practical reason, it is intentional action rather than intent.
