商务部、海关总署于2008年11月21日联合发布第97号公告,暂停加工贸易限制类保证金台账“实转”政策,其中对A类企业暂停实转,实行空转;B类企业实行50%实转;C类企业实行100%实转。同时,为配合国家实施区域发展战略,引导加工贸易向中西部梯度转移,中西部地区A类和B类企业仍实行“空转”管理。椐统计,这次涉及商品有2125个,去年加工贸易出口300亿美元,进口40亿美元。此项措施将帮助企业减少年资金占压约185亿元人民币。
