自2000年4月国家民政部在广州召开社会福利社会化工作会议以来,社会福利社会化在全国各地得到了积极而深入的推进,一批批民办社会福利机构如雨后春笋般建立和发展起来。地处我国改革开放前沿的上海市,在探索和实施社会福利社会化方面更是走在了全国的前列。日前,笔者赴上海市卢湾区和浦东新区进行专题调研时,深切感受到:上海市采取民办公助的办法鼓励社会力量兴办社会福利机构、对有特殊困难的老人入住福利机构实行政府补贴以及积极推进公办福利机构改制等一系列成功探索与实践,为中国社会福利事业的发展昭示了前进的方向,提供了许多宝贵的经验和启示。
Since the State Ministry of Civil Affairs held the social welfare socialization conference in Guangzhou in April 2000, the socialization of social welfare has been promoted actively and deeply throughout the country. A batch of privately-run social welfare agencies have mushroomed and developed. Located in the forefront of China’s reform and opening up, Shanghai is at the forefront of exploring and implementing the socialization of social welfare in the country. Recently, I went to Luwan District of Shanghai and Pudong New Area to carry out thematic investigation and study. I deeply felt that: Shanghai adopts the means of private and public assistance to encourage social forces to set up social welfare agencies, implement government subsidies and active participation in welfare agencies with special difficulties for the elderly A series of successful explorations and practices such as the restructuring of public welfare institutions have been conducted, which has shown the way forward for the development of China’s social welfare undertakings and provided many valuable experiences and enlightenments.
