本研究以安徽省休宁县和宁国市的村级案例和农户数据为依据,对该地区农户生计的变化以及农户对森林资源的依赖性进行了探讨。结果显示:1994年以来,农户生计得到较大程度的改善,但农户生计对森林资源的依赖性普遍较低,森林资源占有量已经不是影响农户收入的主要因素;随着城镇化进程的不断加快,农户生计对森林资源的依赖性将会越来越小。笔者认为,林业政策制定与实施应以当地林业资源禀赋及农户生计状况为依据,以提高森林资源承载力和资源利用效率为核心目标,促进林区经济发展。
Based on the village-level cases and farmer data of Xiuning County and Ningguo City in Anhui Province, this study explores the changes of farmers’ livelihoods and their dependence on forest resources in this area. The results show that since 1994, the livelihood of farmers has been greatly improved, but their livelihood dependence on forest resources is generally low, and the forest resources occupancy is not the main factor affecting the income of farmers. As the process of urbanization accelerates , The dependency of farmers’ livelihood on forest resources will be getting smaller and smaller. The author believes that the formulation and implementation of forestry policy should be based on the local forestry resource endowments and the living conditions of farmers, in order to improve the carrying capacity of forest resources and resource utilization efficiency as the core objective of promoting economic development in forest areas.
