警察作战指挥学科建设和发展应当直面三大挑战。一是要直面公安基层一些偏颇、陈旧的执法理念之挑战。二是要直面公安实战指挥水平不高、应对不利的挑战。三是直面社会转型期严峻治安形势和各种严重暴力犯罪、高科技犯罪的挑战。只有正视问题,敢于挑战,才能战胜困难,攻克难关,进一步提升公安基层实战单位的整体战斗力和一线指挥员的指挥谋略水平,增强公安机关掌控社会治安的能力,充分发挥作战指挥学科前沿性、开创性、可操作性强的特点,为公安实战提供理论支撑和切实可行的执法作战指挥模式。
The construction and development of police command and control discipline should confront the three major challenges. First, we must face the public security grassroots some biased, obsolete law and order concept of the challenge. The second is to face the actual combat command of public security is not high, to deal with unfavorable challenges. Third, we must face up to the severe law and order situation in the social transformation period as well as the challenges of various serious crimes of violence and high-tech crimes.
