本文探讨了政府在产业集群技术创新中心的成立与运营过程中的角色转变。通过对广东南海四个技术创新中心的案例分析,发现:在产业集群内中小企业较多,企业创新意识不强、创新能力不足的情况下,“合法性机制”利诱地方政府推动成立技术创新中心,然后脱身,遵循市场化的“效率机制”运营技术创新中心,以带动产业集群内中小企业的技术创新。
This article explores the role of government in the process of establishing and operating an industrial cluster of technological innovation centers. Through the case analysis of four technological innovation centers in South China Sea of Guangdong Province, it is found that under the circumstance that there are many small and medium-sized enterprises in the industrial cluster, the awareness of enterprise innovation is not strong and the innovation ability is insufficient, the “legitimacy mechanism” lures the local government to promote the establishment of technology Innovation center, and then get out, follow the market-oriented “efficiency mechanism ” operation technology innovation center, in order to promote the technological innovation of SMEs in the industrial cluster.
