社会主义现代化建设要靠社会主义 民主法制来保证。“以法治路”使公路养 建工作的主要环节均有法可依。《中华人 民共和国公路法》是公路工作的根本大 法,自颁布以来,对增强全民公路意识、 开展公路工作、促进公路事业的发展起 了法律依据和保障作用。目前,我国的公 路事业已进入了新的发展阶段,建路、养 路、如何依法管路是摆在我们公路工作 者面前的新课题,是一项较为复杂的系 统工程。它涉及到社会各个领域,需要全 社会的理解和支持,需要法律来加以规 范。长期以来,受经济利益的驱使,部分 养车户把超限运输当作早富快富的有效 途径,却给社会带来了极大的危害,更为 严重的是,由于大吨位煤车的超限运输 屡禁不止,导致公路寿命大大缩短,公路 两旁的环境污染目趋严重,仅此山西省 每年遭受的损失就高达几十亿元。
