“十八大”以来,中央特别重视扶贫开发工作。中国扶贫开发机制不断创新,提出了新时期扶贫开发的目标与任务。扶贫先扶智,治贫先治愚,文化扶贫是扶贫开发造血功能发挥的重要基础,是贫困人群生计可持续改善的前提与基石。因此,我们必须努力推进贫困地区、贫困人群的文化发展,从而确保新目标实现。那么从文化发展的角度,我们如何看待贫困、如何从文化角度对贫困治理是需要思考的问题。本文认为关于贫困的文化解释,为我们贫困的文化治理提供了新思路,认为文化扶贫是非常有必须要的,进而在反思现实的基础上提出了新的政策设想。 Since the 18th National Congress of the Communist Party of China, the central government has paid special attention to poverty alleviation and development work. China’s poverty alleviation and development mechanism has been constantly innovated and put forward the goals and tasks for poverty alleviation and development in the new era. Poverty alleviation first helps the poor and poverty alleviation is the foundation for poverty alleviation and development of hematopoietic function. It is also the prerequisite and cornerstone for the sustainable improvement of livelihoods for poor people. Therefore, we must strive to promote the cultural development of poor people and poor people in order to ensure the realization of the new goal. Then from the perspective of cultural development, how do we view poverty? How to treat poverty from a cultural point of view is a question that needs thinking. This paper argues that the cultural explanation of poverty provides a new way of thinking for our poor cultural governance. We think that it is necessary and necessary for cultural poverty alleviation to come up with new policy ideas based on the reflection of reality.
