转型时期的社会环境下,各项制度处在完善的阶段,创业就显得尤为艰难,而对于弱势群体的农民工创业就更加困难,我国目前激励农民工创业的法律制度不是很健全。我国的税收优惠、金融支持政策、政府采购等都过多倾斜于大中型企业,对小型企业的税收优惠体系缺乏系统性和规范性。本文重点从法律制度角度分析如何构建促进“农民工创业”的长效机制,提升地区就业水平,促进地区经济发展,为城镇带来新的经济活力和发展契机。
Under the social environment during the transitional period, all the systems are in a perfect stage, and it is even more difficult for them to start a business. However, it is even more difficult for migrant workers to start their own businesses for the disadvantaged groups. The current legal system for encouraging migrant workers to start their own businesses in China is not very sound. China’s tax incentives, financial support policies, government procurement, etc. are too much inclination to large and medium-sized enterprises, the tax incentives for small-scale enterprises lacks systematic and normative. This article focuses on the legal system from the perspective of how to build a long-term mechanism to promote “migrant workers to start” long-term mechanism to enhance the level of employment, promote regional economic development, bring new vitality and development opportunities for the town.
