按现行规定：国有资产价值的评估，先由经营者提出申请，经国有资产管理机关同意立项后，再选定具有资产评估资格的社会中介组织进行评估。评估结果，必须由国有资产管理机关确认才具有法律效力。有资格进行资产评估的社会中介组织，是独立的法人，出具的各种报告应具有证明力
According to the current regulations, the evaluation of the value of state-owned assets should be made first by the operator and approved by the state-owned assets management authority. After that, the social intermediary organizations qualified for asset evaluation should be selected for evaluation. The result of the assessment must be confirmed by the state-owned assets administration authority to have legal effect. Social intermediaries that qualify for asset appraisal are independent legal entities and all kinds of reports issued should be verifiable
