In order to alleviate the traffic congestion in the residential area in south-eastern Bremen, Germany, a tunnel tie-line was decided to be built in Hemerlingen. The original plan was to construct a two-hole tunnel with two lanes per hole and tunneling with a shield. Due to financial difficulties, it is currently planned to switch to a single-hole tunnel with a carriageway and an evacuation lane for each driving direction and construction by open cut method. When deciding on a single- or two-hole tunneling scheme, the technical feasibility, investment costs, maintenance costs, driving patterns, and the impact of planned and unplanned traffic disturbances were compared and compared using a cost-benefit analysis.
