国家新的十年农村扶贫开发纲要明确将集中连片特殊困难地区扶贫开发作为新时期扶贫工作的重点,实现基本消除绝对贫困现象。湖南省发改委、财政厅、扶贫办、旅游局等省民委委员单位认真落实省委、省政府的决策部署,牵头组织调研,组织制定实施方案,大力推进相关工作,取得了积极进展。“少数民族高寒山区脱贫解困”上升到省级层面,“武陵片区区域发展与扶贫攻坚”上升到国家战略层面。
