河南省政府法制办近日公布《河南省最低工资规定(征求意见稿)》,向职工群众和社会各界公开征求意见和建议。《征求意见稿》提出各地在制定最低工资时,要充分考虑当地劳动者及其赡养人口的最低生活费用、城镇居民消费价格指数(CPI)、职工平均工资等因素。《征求意见稿》规定,CPI有望作为一项指标,纳入月最低工资标准的确定和调整主要参考因素。《征求意见稿》指出,最低工资标准每两年至少调整一次,参考因素发生重大变化时应当适时调整。除CPI以外,其他主要参考因素包括:当地劳动者及其赡养
The Legislative Affairs Office of Henan Provincial Government recently promulgated the “Minimum Wage Regulations in Henan Province (Draft for Soliciting Opinions”), soliciting opinions and suggestions from the masses of workers and all sectors of the public. The “Draft” put forward that all regions should make full consideration of the minimum living expenses of local laborers and their dependents, the urban consumer price index (CPI) and the average wage of workers when setting the minimum wage. “Exposure Draft” provides that CPI is expected as an indicator to include the monthly minimum wage to determine and adjust the main reference factor. The “Draft for Comments” pointed out that the minimum wage should be adjusted at least once every two years and that any major changes in the reference factors should be timely adjusted.
