比利时地处荷兰、德国、法国的交界处,跨海即是英国。比利时因受二战的影响,看上去不似瑞士生活悠闲,但是民主进程昭然,已超过一年没有固定的政府,只有临时政府代为执行社会管理职责。这里的人通晓德语、荷兰语和法语,大部分人能讲很好的英语。作为一个文化上有突出贡献的国家,比利时在新媒体艺术方面更加偏向法国和英国在媒体艺术上的认识,根源则要追溯到她在视觉艺术、视错觉等领域的传统。但也有例外:布鲁塞尔的FoAM与其他比利时媒体艺术
Belgium is located in the Netherlands, Germany, France at the junction of the sea is the United Kingdom. Belgium, as a result of World War II, does not look like the leisurely life in Switzerland. However, the process of democratization has become clear that for more than a year there has been no fixed government and only the interim government has assumed the responsibility of performing social management. The people here speak German, Dutch and French, most of whom speak good English. As a culturally prominent country, Belgium is more biased toward the media art of France and Britain in terms of new media art. Its roots are traced back to her traditions in the fields of visual arts and optical illusions. There are exceptions, however: FoAM in Brussels and other Belgian media arts
