The convening of the Fifth Plenary Session of the 16th CPC Central Committee has sounded the march of “11th Five-Year Plan” for development. The Central Government’s “proposal” for formulating the “11th Five-year Plan” is a programmatic document that mobilizes the entire party and people of all ethnic groups across the country in building an overall well-to-do society and accelerating the socialist modernization. The most distinctive feature of the Fifth Plenary Session is to persist in using the scientific concept of development to guide the overall economic and social development.
