我局开展的基层党支部升级达标和党员目标管理活动(以下简称“双达标”活动),经过4年多的实践,已取得了显著成效.但是,怎样按照局党委的6年规划将活动继续引向深入,充分发挥基层党组织和广大党员在经济建设中的政治核心作用和先锋模范作用,使其取得巩固而持久的效果,这是广大党务干部和党员普遍思考的一个问题.笔者仅就此提出几点看法.一、必须坚持达标活动的正确方向首先,要从战略高度来认识“双达标”活动的意义.加强党的基层组织建设,提高基层党组织的战斗力和凝聚力,充分发挥广大党员的先锋模范作用,是党中央的根本要求.但是,一个时期以来,由于各种原因,党员队伍中也出现了一些诸如以权谋私、贪污受贿等腐败现象;内外敌对势力也利用各种非无产阶级思想来影响和腐蚀党员队伍中的一些意志薄弱者,以达到其推翻党的领导和社会主义制度的目的.所以,开展达标活动,提高基层党组织的战斗力,引导广大党员一个心眼向着党,向着社会主义,自觉坚持四项基本原则,做新时期合格的共产党员,是各级党组织的一项极为重要的政治任务.
