要增强大中型企业的活力,当前除进一步完善和发展承包经营责任制,继续进行租赁制、股份制改革的试点,理顺企业内部领导体制和分配关系外,要亟待解决以下几个问题: 一、突破口:全面清理“三角债” 1989年,全国“三角债”数额为1000多亿元,当年清还了60多亿元.然而到1990年底,仅国家提出“双保”的200多家企业债务额就达1000多亿元,这种来势凶猛的“债务危机”直接影响着大中型企业的生产和效益.因此,应当把清理“三角债”作为搞活企业的突破口.
