自2008年全球金融危机以来,全球经济一直处于比较低迷的态势,经济的复苏非常缓慢,由此造成钢需求和钢材价格长期处于较低态势,使得许多钢铁企业的经营步履维艰。在此期间,在本国具有原料成本优势的俄罗斯钢铁企业在经营上也遇到很大困难,特别是那些在海外已经并购钢铁产能的俄罗斯钢铁企业因海外需求低迷而出现大幅亏损,其中有部分企业已经被迫撤出海外,以寻求减少亏损。
