The development of SMEs in Japan is typical and has become an important lever for the rapid rise of post-war Japan's economy. At present, the total number of SMEs in Japan accounts for more than 95% of the total number of enterprises in the country, and half of GNP is contributed by these little-known SMEs. Japan enacted the Law on the Establishment of Small and Medium Business Administration in 1948 and established the Office of Small and Medium Enterprises in August of the same year according to the law. The promulgation of the Law on Synergy and Combination of Small and Medium-sized Enterprises in 1949 encouraged the small and medium-sized enterprises to jointly contend and compete with large enterprises to promote the rationalization of the operation and management of SMEs and the co-operation of corporate facilities
