东莞选定“公共电子阅览室建设与服务”作为示范区创建制度设计研究课题,按照标准建设与实践推进、制度设计研究同步进行的思路,在广泛调研的基础上,经过研讨咨询、借鉴成果,制定了包括建设标准、服务规范、标识系统标准、家具配置标准、运营管理规范等一系列适用于村(社区)公共电子阅览室建设和服务的标准和规范,通过试行和推广应用,取得了较好的应用成效,有力地促进了东莞公共电子阅览室的规范化发展,也为国家拟定相关标准规范提供参考和实践依据。
