The poverty line, also called the minimum living guarantee line, refers to the social relief standard set by the state for members of relief societies who have difficulty in maintaining their basic livelihood because of their income reduction or interruption because of their natural, social, economic, physical and psychological causes. According to this standard, economic or physical remedies are given to enable them to maintain a basic living system, namely the poverty line relief system. The poverty line is not a new concept internationally. The implementation of the poverty line in some countries such as the European Community has been for decades. The United States, Canada, Hong Kong and other countries (regions) in the Nordic countries have implemented the poverty line system according to their own situation. The United States uses the Engel’s Coefficient Method to determine the poverty line. The United States provides that the Engel’s coefficient of 33% is the poverty line standard.
