2010年以来,各级政府以转变发展方式为己任,加快推进各领域改革步伐,经济社会发展中诸多深层次矛盾和问题逐步得到化解,特别是中央一号文件对统筹城乡发展、加快城镇化进程有了明确的改革部署;推出了融资融券业务试点和股指期货;出台职工基本养老保险和基本医疗保障关系转移接续办法;各地的改革试点也有很多亮点。当前,收入分配、城镇化、房价三大问题已经成为影响我国发展方式转变和改革深化的重点、难点和热点问题。下一步必须要强调以改革谋发展,以调整促协调。必须增强改革的决心和勇气,破除既得利益的干扰,以缓解收入差距扩大趋势为根本目的,尽快出台收入分配改革方案;以促进农民工市民化为战略重点,以体制创新为战略保障,逐步形成中国特色的城镇化模式;以政府为主、市场为辅,发展房地产市场要实行“两条腿走路”的双轨制。
