电子商务是一个开放的、国际化的概念。电子商务是指人们利用电子手段所进行的商业、贸易等商务活动,是商务活动的电子化、网络化和自动化。它不仅指因特网上的交易,而且指所有利用电子信息技术来解决问题、降低成本、增加价值和创造商机的商务活动。电子商务是一种崭新的商业运作模式。国外汽车电子商务已经从第一、第二层次逐步发展到第四、第五层次。如2002年2月25日。通用、福特和戴姆勒-克莱斯勒三大汽车公司宣布,他们将利用各自的电子商务资源联合组建一家全球最大的汽车零部件采购网络COVISINT。同时他们的5万多家供应商进行联网。不久,日产汽车公司和法国雷诺公司也宣布加入这一个采购系统。由此可见,汽车电子商务是世界工业发展的潮流和趋势。
