2、国有资本退出的竞争性门类及退出步骤设计 除前述战略性门类外,其余均属于竞争性门类。国有资本应从中退出。考虑到中国的现实情况,国有经济退出竞争性领域不是一下子可立即实现的: (1) 国有资本退出竞争性门类,有一个有偿转让国有产权或股权的过程,有一个非国有资本的积累足以购买国有资本的过程,因此,国有资本的退出要有一个相当长的时间。
