长期以来,上海较完善的综合服务功能和系统配套能力,为中央企业跨越式发展提供了有力支撑;中央企业得天独厚的发展优势,对上海改革开放和经济发展发挥了强大的带动作用。在当前新的发展阶段,主动服务中央企业,创造更好的发展环境,有利于在沪中央企业发挥引领作用,吸引和鼓励其他中央企业把功能性总部、地区总部、运营中心及新增项目落户上海,对上海更好地落实国家战略,加速“四个中心”和国际化大都市建设,加快经济转型,促进上海更好地服务全国具有重要的现实意义。
For a long time, Shanghai’s sound integrated service functions and system support capabilities have provided strong support for the leap-forward development of the central state-owned enterprises.
