党的十六届五中全会提出了建设社会主义新农村的重大历史任务,这是我们党作出的又一重大战略决策。建设新农村,人才是关键。当前,一方面高校毕业生就业面临着一些困难和问题,另一方面基层特别是广大农村还存在人才匮乏的状况。积极引导和鼓励高校毕业生面向基层就业,为新农村建设提供强有力的人才智力支持,是当前乃至今后一个时期人事部门面临的一项重要任务。
The Fifth Plenary Session of the 16th CPC Central Committee put forward the major historical task of building a new socialist countryside and this is another major strategic decision our party made. Building a new countryside, talent is the key. At present, on the one hand, the employment of college graduates faces some difficulties and problems. On the other hand, the grassroots level, especially in the vast rural areas, still lacks the personnel shortage. It is an important task for the personnel department to actively guide and encourage college graduates to work for grass-roots employment and provide powerful intellectual support for the new rural construction.
