The Small Business Innovation Research Project was established in July 1982 to address the problem of imperfect financing markets for young technology-based enterprises. Under the program, all federal agencies that spend more than $ 100 million annually on external research must allocate part of this funding to small businesses at a percentage (1.25%). When the plan was re-approved in 1992, Congress increased the size of its reserves.
