我国从1985年4月1日开始实施中华人民共和国专利法,这是我国经济技术体制的一项重大改革。实施专利法,不仅加强经济技术立法,而且也为技术产权提供法律保护,鼓励发明创造,促进科学技术发展,有利于开拓技术市场,发展国际技术交流,是加速四化建设的一项重要措施。专利法和专利法实施细则公布后,化工系统广大科技工作者都迫切希望了解专利的申请和审批的有关问题。本文就此作广简介,以供参考。
