1996年阳春3月,春意融融,万物复苏,汉川市委、市政府北上山东诸城取经后,推出了振兴企业雄风的重大决策——走股份制改革之路,以明晰产权为突破口,以建立现代企业制度为目的。《市人民政府关于印发〈汉川市产权制度改革暂行办法〉的通知》和《市人民政府关于产权制度改革有关问题的补充规定》两个文件相继出台,文件要求:有关部门对企业资产进行评估界定,企业总资产刨去总负债后的净资产由职工参股买断,职工持股分红,并承担风险,建立新型的企业制度。离退休人员的安置费用在国有(集体)资产中一次性划拨。
