参观了西部的城市后，我们强烈感觉到百废待新的建设热潮和“国际式”、“高技派”、“欧陆风”等各种风潮刮过的痕迹。面对尚存的独特的自然人文环境，是“破旧立新”、追赶国际现代化水平，还是冷静地、健康地发展西部特色的现代化城市建设，建构西部独特的建筑文化 ?我们认为这是当前西部城市建设的决策者，每一个专家学者、建筑工作者迫切需要关注与思考的。西部大开发正成为中国乃至世界注目的焦点，西部城市化进程的速度正在加快，这对于西部城市建设应是个极好的时机，在此提出“西部建设”这一命题，正如陈志华先生所说，是为了“少走一些弯路，少犯一些错误”，“莫等搞得一塌湖涂难以收拾再来作‘英明决策’”。
