产品质量类突发事件呈现出种类多、影响大、连发性强、损失重、处置难度大等特点。为适应这些新特点,我国的产品质量监督管理体系需要按照变分散型管理为综合型管理,变注重事后处置为预防、处置和恢复全过程管理的思路,构建“集中领导、统一指挥、结构完整、功能全面、反应灵敏、运转高效”的产品风险监管综合应对体系。这就需要在引入全面风险管理理念的基础上,对产品自身属性、全流程的产品链以及由多主体构成的监管体系进行全面系统的风险分析与评估,通过对这些评估得出的“潜在损失”的监控手段进行系统性规划,实现对产品质量监管资源的合理、有效配置。
Product quality emergencies are characterized by various types, large impacts, strong seriality, heavy losses, and difficult disposal. In order to adapt to these new characteristics, China’s product quality supervision and management system needs to be based on decentralized management as a comprehensive management, changing the focus on post-disposal to prevent, dispose of, and restore the whole process of management ideas, build “ centralized leadership, unified command, structure ”Comprehensive response system for product risk supervision with complete, full-featured, responsive, and efficient operation." This requires a comprehensive and systematic risk analysis and assessment of product attributes, process-wide product chains, and a multi-agent regulatory system based on the concept of comprehensive risk management. Loss monitoring measures are systematically planned to achieve reasonable and effective allocation of product quality supervision resources.
