争取外援,利用外资,对解决西北地区水利投资不足、发展灌溉农业、扶持干旱地区农牧民摆脱贫困是非常必要的。近年来,西北各省区在这方面都做了不少工作,如甘肃省为加快沿黄灌区的水利设施建设,从1982年以来,共利用外资1.3亿美元,得到无偿外援6623.66万美元。作者详细介绍了西北一些省区利用外资的情况后,又着重指出了今后利用外资工作中应注意的一些问题。
Striving for foreign aid and utilizing foreign investment is necessary to solve the problem of insufficient investment in water conservancy projects in Northwest China, develop irrigated agriculture and help farmers and herdsmen in arid areas get out of poverty. In recent years, many provinces and autonomous regions in the northwest have done a lot of work in this regard. For example, Gansu Province has accelerated the construction of water conservancy facilities along the Yellow River Irrigation District. Since 1982, it has utilized a total of 130 million U.S. dollars of foreign investment and obtained 66.2366 million U.S. dollars of foreign aid. After the author introduced the utilization of foreign capital in some provinces and regions in Northwest China in detail, the author also pointed out some problems that should be paid attention to in the future when using foreign capital.
