上海自贸区的试验已经取得了阶段性成果,今年又进入了扩区试验的新阶段,各方期盼很高,尤其是希望尽快地在浦东扩区范围乃至整个浦东新区加快复制推广自贸区的成功经验。但是从目前情况看,在复制推广上还存在内容不够宽泛、推进速度不够快的现象。同时,在现有的政策措施上还有商榷和改进的方面。为此我们提出如下建议:(一)推广复制国际贸易“单一窗口”。目前,国际贸易“单一窗口”已率先在洋山保税港区试运行。不仅减少申报单证的重复录入和数据信息差错,降低贸易和运输企业综合物流成本,而且是提高监管效能的有效切入点与重要尝试,国际贸易“单一窗口”实施以来,效果明显。建议区政府抓紧时间将国际贸易“单 The trial of Shanghai Free Trade Zone has achieved staged results.
