《中华人民共和国乡镇企业法》已由八届人大22次会议通过,江泽民主席签发主席令公布,于97年1月1日起施行。这是全国1.3亿乡镇企业职工盼望已久的大事,也是沧州90万乡镇企业职工盼望已久的大事。乡镇企业经过十几年风风雨雨和艰难曲折的发展之后,今天,终于有了促进引导规范保护自己健康发展的法律。乡镇企业是我国农民的伟大创举,改革开放以来,它蓬勃发展,取得了举世瞩目的成就。就沧州市来讲,到九五年底,农村社会增加值的63.2%,全市国民生产总值的45.3%,工业增加值的68.5%,地方财政收入的63.6%,农民人均收入的51.2%均来自乡镇企业,作为农村经济的重要支柱和国民经济的重要组成部分,作为市场经济中生机勃勃的先导力量,它在推动改革开放,促进国民经济和社会发展中的重要作用,是任何一个行业和部门所无法代替的。因此,出台《乡镇企业法》,保护引导和规范乡镇企业的发展,是非常必要的,也是非常及时的。
