基于对中国智库的实地调研,本文从思想产品的特性出发,分析近年来中国思想市场的变化以及智库的应对,就进一步完善思想市场运行提出对策建议。本文认为,随着公共决策的科学化、民主化进程不断深入,中国思想市场规模迅速扩大,细分市场初步形成,市场中介组织得到孕育。面对这一变化,中国智库在实践中做出了主动应对,一方面,通过加强自身学术研究能力与决策咨询能力的协调与转化,提升智库竞争力;另一方面,通过寻求与国内外智库以及中介组织的合作,拓展传播渠道,丰富研究手段,增强智库影响力。然而,中国的思想市场仍处于起步阶段,需要进一步深化纵向、横向分工,拓展产业规模,进一步完善确保思想市场有序运作的法律保障,进一步构建基于契约关系的对等的政智关系等。
Based on the field investigation of Chinese think tanks, this paper analyzes the changes of Chinese ideological market in recent years and the response of think tanks according to the characteristics of the ideological products, and puts forward countermeasures and suggestions on how to further improve the operation of ideological markets. This paper argues that with the deepening of the scientific decision-making process and the democratization process, the market size of Chinese ideology has rapidly expanded, the subdivision market has taken shape and the market intermediary organizations have been nurtured. Faced with this change, the Chinese think tank made a proactive response in practice. On the one hand, it enhanced the competitiveness of think tanks by strengthening the coordination and transformation of their academic research capabilities and decision-making consulting capabilities. On the other hand, As well as the cooperation of intermediary organizations, expanding channels of communication, enriching research methods and strengthening the influence of think tanks. However, China’s ideological market is still in its infancy. There is a need to further deepen the vertical and horizontal division of labor, expand the industrial scale, further improve the legal guarantee for the orderly operation of the ideological market, and further establish the reciprocal relationship between the government and the people based on contractual relations.
