全国2200多个县(市、旗)是一级重要的行政区域。在开创两个文明建设和各项改革新局面的形势下,县(市、旗)的各项工作搞好了,对于国民经济的发展和改革的顺利进行关系极大。党的十一届三中全会以来,县(市、旗)党委和政府的领导班子按照革命化、年轻化、知识化、专业化要求进行了大幅度调整,发生了很大的变化。目前,县(市、旗)党委和政府的领导干部的基本状况怎样?新的形势和新的任务对他们提出了什么新的要求?如何从他们的实际状况出发,针对他们岗位工作需要,开展培训,使他们能够适应新的要求?针对这些十分迫切需要解决的问题,我们采取了问卷调查和典型调查相结合的方法,对县(市、旗)党委和政府领导干部的培训需求进行了调查。 为使调查所得基本符合全国2200多个县(市、旗)党委和政府领导干部培训需求的一般情况,我们给177个县(市、旗)担任县委书记、副书记、县委常委、县长、副县长五种职务的同志发了调查问卷,抽样调查的县数占全国县数的8％。选择被调查的县(市、旗)按照经济、文化发展程度在各省、自治区、直辖市属于发达、中间、不发达三种情况,各占三分之一。同时,还对调查范围内的16个县作了典型调查。这次调查, More than 2,200 counties (cities, flags) across the country are an important administrative area.
