在资源水利、环境水利时代编修第二轮《黄河志》,其篇目不能像首轮《黄河志》那样以工程为主,要对篇目进行必要的更新。具体如:《水文志》改为《水资源志》,《水土保持志》改为《环境水利志》,《工程志》中的灌溉篇则宜扩大为《农田水利志》。此外,编修第二轮《黄河志》要多用数据图表,合理拓展记述空间,尽量采用第一手资料,多用事实说话,抓特点,注重数据和考证。
