Opinions on the Implementation of the Management System Reform for Scientific Research Institutions Owned by the 10 State Bureaus Under the Management of the State Economic and Trade Commission have been approved by the State Council and are hereby being issued to you. Please follow the requirements of the document and implement it quickly to ensure high quality and high efficiency. We will complete the task of restructuring 242 scientific research institutes as scheduled and will promptly notify us of the problems encountered in the implementation process.
