各州、市、县人民政府,各地区行政公署,省直各厅、局、委、办: 一九八八年省政府根据国务院国发(1985)2号文件精神,在部分企业试行工资总额同经济效益挂钩的基础上,印发了《云南省国营企业工资总额同经济效益挂钩的暂行办法》,使全省挂钩工作向前推进了一步。为了进一步改进和完善挂钩办法,现将国务院国发(1989)25号文件转发给你们,并结合我省实际,提出以下意见,请一并贯彻执行。一、省对各州、市、行署、计划单列市和省属企业主管部门(以下简称各地区、部门)实行全部国营企业工资总额同经济效益总挂钩(以下简称“总挂钩”)。
