为了贯彻全国基本建设工作会议精神,水利部于1979年4月21日至4月30日在河北省大黑汀水库现场召开了全国地方水库施工管理经验交流会议。参加会议的有各省、市、自治区水利(水电)局、部属各工程局、流域机构和00619部队的代表共166人。河北省根治海河指挥部所属单位的部分同志也列席了会议。水利部副部长张季农同志主持了这次会议,作了开幕讲
In order to carry out the spirit of the national capital construction work conference, the Ministry of Water Resources held a national exchange meeting on local reservoir construction management experience at the Daheiting Reservoir in Hebei Province from April 21 to April 30, 1979. Attending the meeting were 166 people from all provinces, municipalities and autonomous regions, water conservancy (hydropower) Bureau, subordinate engineering bureau, watershed agencies and representatives of 00619 troops. Some comrades belonging to the units affiliated to the radical Haihe River Command in Hebei Province also attended the meeting.
