1991—1992年乌克兰的经济改革步伐大大放慢了,尤其是与波罗的海沿岸国家和俄罗斯相比。获得政治独立的欢快变为同俄罗斯竞争中加剧的经济上的自我封闭。人为抑制零售价格增长,导致巨大的预算赤字和贷款发放量增加,在经济方面,尤其在农业和工业方面国营经济成份占统治地位。在保持预算维持企业破产的情况下,企业逾期付款额一年中就增加了146倍,整个经济和银行体系在独联体国家中是最垄断的;生活水平悲惨性地下降。
From 1991 to 1992, the pace of economic reform in Ukraine has greatly slowed down, especially compared with the Baltic countries and Russia. The joy of gaining political independence turned into an economic self-encroachment that intensified in competition with Russia. Artificially curbing the growth of retail prices has led to huge budget deficits and increased loan issuance, with the state-run economy dominating the economy, especially in agriculture and industry. While maintaining the budget to keep bankruptcies, corporate overdue payments have increased 146 times in one year. The economy and banking system as a whole are the most monopolies in the Commonwealth of Independent States. Their standard of living has dropped miserably.
