甲、总则第一条本办法根据中央人民政府贸易部与全国合作总计预购棉花协议原则制订之。第二条各级合作社预购棉花皆采用合同制并在棉农自愿原则下进行。第三条合作社应在当地财政经济委员会领导下并与有关部门密切结合,协同办理,进行预购。乙、手续和办法第四条合作社接受国家委托进行预购,由中央签订总协议书,自上而下统一布置,逐级签订合同执行。大行政区社及省社,负有组织、督促、检查及总结之责,专区社及县社负有组织与领导棉花运输、分级、检验、过秤、加工、保管、交货、结算、和供给物品的分发之责。某层社负责与棉农订立合同并具体办理收付手续。
A. General Provisions Article 1 The present Measures are formulated in accordance with the principle that the Ministry of Trade of the Central People’s Government shall make a pre-purchase cotton agreement with the country as a whole. Article 2 The pre-purchase of cotton by cooperatives at all levels shall be based on the contract system and shall be conducted on a voluntary basis by the farmers. Article 3 Cooperatives shall, under the leadership of the local financial and economic commissions and in close coordination with relevant departments, conduct cooperative arrangements and make pre-orders. B. Procedures and Procedures Article 4 Cooperatives accept pre-orders entrusted by the State and sign the general agreement by the Central Government.
