《党政机关公文处理工作条例》(以下简称《条例》)第九条规定,附件是“公文正文的说明、补充或者参考资料”。附件是附属于公文正文的其他文字、图表、图形等材料,对公文正文起说明、解释、补充、证实、参考作用。正确标注附件与附件说明,是公文格式规范化和结构完整性的客观要求。但在日常的公文处理中,一些单位存在附件与附件说明标注不准确、对附件概念不清、混淆主件与附件的界限等问题,应引起重视。
Article 9 of the Regulations on the Handling of Official Documents of the Party and Government Offices (hereinafter referred to as the “Regulations”) stipulates that the appendix shall be “the description, supplement or reference of the official document”. However, in the daily document processing, some units should pay attention to the problems of inaccurate annotation of attachments and attachment descriptions, unclear attachment concepts, and confusion between the boundaries of main and attachment items.
