科技成果作为知识形态的潜在生产力转化为物质形态的现实生产力，需要有一个开发和应用推广的过程。为了加速科技成果的转化进程，本文在分析黑龙江省科技成果推广转化形势及存在问题的基础上，提出了相应对策与建议。
The transformation of scientific and technological achievements from the potential productive forces of knowledge forms into the real productive forces of material forms requires a process of development and application promotion. In order to speed up the process of transformation of scientific and technological achievements, this paper puts forward corresponding countermeasures and suggestions based on the analysis of the situation and existing problems in the promotion of scientific and technological achievements in Heilongjiang Province.
