目标管理是五十年代由美国管理学家彼得·德洛克提出的一种新的企业管理方法,它渊源于泰罗的科学管理和梅奥的人际关系学说。这种管理方法特别适用于对各级管理人员的管理,因此在国外称为“管理中的管理”,被美国各大企业广泛采用,效果比较显著,后来日本和西欧等国家也相继采用。目标管理的基本内容是:(1)年初由厂长提出企业的总目标,由各部门和全体职工根据总目标,自上而下制订部门和个人目标;(2)厂部给予各部门一定权限,由各部门进行“自我控制”,独立自主地完成目标:(3)年末进行成果评价,并给予相应的奖励和表彰。它的特点是有一套科学的完整的目标管理体系:重视及发挥职工的智慧和才
Goal management is a new enterprise management method proposed by American manager Peter Decker in the 1950s. It originated from Taylor’s scientific management and Mayo’s interpersonal relationship theory. This management method is particularly suitable for the management of management personnel at all levels, and is therefore called “management in management” in foreign countries.
