天灾人祸,在所难免。因为接连发生了两场大火,烧死的人达好几百,于是去年底圣诞节之夜的洛阳大火一时成了人们议论的中心。有人列举东都商厦早在1997年即三、四年前已列入河南40家需整改的消防隐患单位之一,火灾前一个月河南省消防安全检查时,又查明它虽几次接到强令整改通知却硬是无故拖延等等耐人寻味的情况。是谁给东都商厦那么大的胆子,竟可以不理会强令整改的通知?有关责任人是谁和谁、谁?他们为什么不“及时采取果断措施,执行手腕哪怕再强硬一点儿”呢?
