中蒙俄经济走廊是中国“一带一路”、蒙古国“发展之路”和俄罗斯“欧亚经济联盟”三大倡议、发展思路对接和落实的共同载体。如何发挥智库的谋划和智力支持作用,助力三国务实合作走实走深走好,是当前中蒙俄智库合作联盟的首要任务。由此,我们共同面临关于如何深化彼此政策沟通、有效对接相关规则法律、体制机制和人才保障等重要课题。中蒙俄经济走廊要走实走深走好需要多点发力,重点围绕政策沟通尽快建立制度化的沟通机制、合作机制、对标机制;围绕基础设施建设互联互通,加强三国在规划、标准、进展等方面衔接;围绕贸易畅通深化经贸合作,优先推进三方贸易投资便利化,加快三国毗邻地区自由贸易试验区建设,共同推进边境经济合作区、跨境经济合作区和境外经济合作区建设;围绕民心相通进一步加强文化、艺术、体育等交流平台的建设等;围绕智力先行深化智库交流合作机制,强化智库联盟责任。 The economic corridor of China, Mongolia and Russia is the common carrier for the docking and implementation of the three major initiatives of China, “Belt and Road”, Mongolia’s “Road to Development” and Russia’s “Eurasian Economic Union”.
