中共中央、国务院《关于加快林业发展的决定》赋予了林业在贯彻可持续发展战略中以重要地位;在生态建设中以首要地位;在西部大开发中以基础地位。将全国林业区分为公益林业和商品林业两大类,公益林业按照公益事业进行管理,以政府投资为主,吸引社会力量共同建设;商品林业按照基础产业进行管理,主要由市场配置资源,政府给予必要扶持。逐步改变现行的造林投入和管理方式,进一步完善招投标制、报账制,并探索直接收购各种社会主体营造的非国有公益林。鼓励以集约经营方式,发展原料林、用材林基地。顺应《决定》提出的林业发展的趋势,江山市如何改变现行造林、抚育管理方式和投入呢?实行项目制和扶持资金以项目合同约束基础上的过程支付制具有积极的意义。
