从2007年开始,陕西省在全省范围内全面推进政府非税收入收缴改革,部署非税收入收缴管理系统。目前,该系统已覆盖全省11个市区107个县所有执收单位,基本实现了非税收入的全口径管理和全过程监控,完成了改革的阶段性目标,增收效果明显。2014年,全省政府非税收入共计完成1643.74亿元,是改革初期2007年的5.3倍,年均增长23.2%,为全省财政收入稳步增长作出积极贡献。树立全局观念,建设全省统一大系统非税收入收缴改革是一项牵一发
Since 2007, Shaanxi Province has been promoting the reform of non-tax collection and collection of government revenue throughout the province and has deployed a non-tax revenue collection and management system. At present, the system has covered all the units in 107 counties of 11 cities in the province, basically realized the full caliber management of non-tax revenue and the whole process of monitoring, and completed the phased objectives of reform with obvious effect of increasing revenue.
